Representing Egypt’s petroleum sector at the Global African Hydrogen Summit in Namibia, Yasseen Mohamed, First Undersecretary of the Ministry of Petroleum and Mineral Resources, said in a panel discussion that Egypt is committed to supporting green hydrogen initiatives as a cornerstone of its energy transition strategy and climate change mitigation efforts.
He pointed out that the country’s geographical location, infrastructure, and expertise make it a pivotal partner in the efforts to transition to clean energy.
Mohamed also presented Egypt’s vision on Africa’s Green Hydrogen potential, adding that regional integration and international cooperation are both crucial for strengthening Africa’s position as a key player on the global energy map.
In August 2024, Egypt finalized its National Low-Carbon Hydrogen Strategy to diversify energy sources and shift towards a low-carbon economy. The strategy envisions Egypt producing as much as 5.8 million metric tons of green hydrogen annually, a feat projected to attract up to $60 billion in investments. Through this, the government aims to reach a 5-8% share of the global hydrogen market by 2040.
In April 2025, Egypt and France signed a €7 billion agreement to build a plant to produce green hydrogen and green ammonia near Ras Shoukair area.
The first phase, set to begin in 2029, will be led by a partnership between EDF Renewables and Egyptian Emirati company Zero Waste. This phase alone will see a direct investment of €2 billion to produce 300,000 tons of green ammonia per year. Over the course of the project, a total of 368 square kilometers will be dedicated to solar and wind energy generation, with 1.2 million square meters allocated for the construction of the production facility.
The consortium will also build a 400-meter-long shipping dock for the Red Sea Ports Authority.
